Being hungry late at night in Victoria is not a pleasant thing. Most late-night places say they're open 'til a certain time, but then you go and they're closed. So it's always best to call these places if you want to avoid walking around and getting frustrated.
The only places you're really gonna be able to find food for sure downtown is the Mint, which is open 'til 2am, and check out the convenience stores page for places that are guaranteed open 24/7.

QV's Cafe & Bakery (closed between 4am and 6am)
The only thing here worth eating is their sandwiches, which are actually quite good, and made right in front of you. One of the more comfortable places to eat late at night.

Whitebird Lounge
Open Tuesday to Thursday 5pm till late and Friday to Saturday 5pm to midnight. They serve awesome cocktails (the longest martini list in Victoria) and tasty food in a really cool atmosphere.
Solomon's
Open 4:20 to midnight Tuesday to Sunday (and for brunch 10am to 2pm on weekends) they serve fantastic European style small plates. They also specialize in cocktails and the owner and head bartender is the winner of the Elephant Island Cocktail Competition..
The Brick Yard (good pizza)
A definite favourite, this place is home to some fabulous pizza at great prices and they’re licensed to serve beer!
